Strengthen the means of implementation and relaunch the global partnership for sustainable development
Goal 17 of the 2030 Agenda program The most developed countries reaffirm their agreement to allocate 0.7 percent of their gross domestic product to public development aid. To reduce dependence on foreign support, the mobilization of local resources will have to be strengthened. International collaboration in the fields of science, technology and innovation must be strengthened and a multilateral trading system based on equity must be encouraged. Furthermore, macroeconomic stability and political coherence in favor of sustainable development must be promoted.
1. Finance
17.1: Consolidate the mobilization of internal resources also through international aid to developing countries to increase their internal fiscal capacity and the collection of revenues.
17.2: Industrialized countries must meet their official development aid commitments, including the target of allocating 0.7 per cent of gross national income for Official Development Assistance (ODA / GNI) to developing countries and earmarking 0.15 to 0.20 per cent of ODA / GNI to least developed countries; global providers of official development assistance are asked to provide at least 0.20 per cent of ODA / GNI to least developed countries.
17.3: Mobilize additional economic resources for developing countries from multiple sources.
17.4: Help developing countries to support long-term debt through coordinated policies to stimulate debt financing, reduction and restructuring, and address the external debt of the poorest and most heavily indebted countries in order to reduce them weight.
17.5: Adopt and implement investment promotion regimes for least developed countries.
2. Technology
17.6: Strengthen North-South, South-South cooperation, triangular regional and international cooperation and access to scientific discoveries, technology and innovations, and improve knowledge sharing on the basis of agreed modalities through greater coordination between mechanisms that already exist, particularly at the level of the United Nations and through a global mechanism of access to technology.
17.7: Promote the growth, exchange and dissemination of environmentally friendly technologies in developing countries at favorable conditions, through facilitated and preferential agreements established by mutual agreement.
17.8: By 2017, make operational the mechanism for strengthening bank technology and science, technology and innovation for less industrialized countries and strengthen the use of advanced technology, especially in information and communications.
3. Development skills
17.9: Increase international support to implement effective and targeted capacity development in non-industrialized countries in order to support national plans for the realization of all Sustainable Development goals, through North-South, South-South and triangular cooperation .
4. Trade
17.10: Promote a universal, regulated, open, non-discrimination and multilateral trading system under the control of the World Trade Organization, through negotiations under the Doha Development Agenda.
17.11: Considerably increase the exports of emerging countries and, by 2020, double the share of their global exports.
17.12: Promptly achieve access to the market free of duties and quotas on a lasting basis for least developed countries, consistent with the decisions of the World Trade Organization, ensuring that the preferential rules applicable to imports from least developed countries are simple and transparent and help facilitate access to the markets.
5. Systemic issues
– 1. Political and institutional coherence
17.13: Promote global macroeconomic stability through coordination and policy coherence.
17.14: Increase policy coherence for sustainable development.
5.15pm: Respect the political space and leadership of each country to establish and implement policies for the fight against poverty and for sustainable development.
– 2. Plurilateral collaboration programs
17.16: Intensify the global partnership for Sustainable Development, assisted by plurilateral collaborations that develop and share knowledge, skills, technological and financial resources, to achieve the goals for Sustainable Development in all countries, especially in emerging ones.
17.17: Encourage and promote effective partnerships in the public sector, between public and private and in civil society based on the experience of partnerships and their ability to find resources.
– 3. Data, monitoring and responsibility
17.18: By 2020, strengthen development support for emerging countries, least developed countries and small island developing states (SIDS). Increase the availability of high-quality, immediate and reliable data by going beyond profit, gender, age, race, ethnicity, migratory status, disability, geographic location and other relevant characteristics in the national context.
17.19: By 2030, starting from existing initiatives to develop progress measures in the field of sustainable development that complement gross domestic product, and support the development capacity of emerging countries.
