Agroecology and biodistricts: the challenge of sustainable transition in rural areas
European agriculture is undergoing a profound transformation. The challenges of climate change, biodiversity protection, soil quality, and food security require a rethinking of traditional production models. In this context, agroecology presents itself as one of the most promising approaches for building more sustainable, resilient, and inclusive agricultural and food systems.
The Common Agricultural Policy (CAP) 2023-2027 is one of the main tools through which the European Union supports this transition. Through eco-schemes, agri-environmental interventions, cooperation measures, and investments in rural development, the CAP guides farms toward practices that combine productivity and protection of natural resources.
What is agroecology?
Agroecology is not just a set of agricultural techniques. It is an integrated vision that considers the farm as part of a broader ecosystem, in which the environment, economy, and society are closely interconnected.
Three fundamental principles guide this approach:
– improving soil fertility through the enhancement of biological processes;
– reducing agriculture’s climate footprint, leading to carbon-neutral or carbon-positive systems;
– maintaining ecosystem balance through biodiversity, crop diversification, and rural landscape protection.
According to scientific literature, the agroecological transition develops through five progressive levels: from efficient use of agricultural inputs to the transformation of the entire socioeconomic and food system. The ultimate goal concerns not only the way food is produced, but also the construction of more equitable and resilient models for local communities.
The driving role of organic farming
In this process, organic farming is now the main driver of the agroecological transition. The organic sector has consolidated regulations, a certification system recognized by consumers, and a constantly growing market.
Experience shows that organic farms can serve as “local laboratories,” fostering the diffusion of innovative practices even within conventional farms. In this sense, organic farming acts as a true “island of sustainability” capable of transferring knowledge, innovation, and organizational models to the entire rural context.
Agroecology, for its part, offers the theoretical and scientific framework necessary to further develop organic practices and guide them toward greater environmental, economic, and social sustainability.
From fields to territories: the birth of biodistricts
In recent years, attention has progressively shifted from individual farms to the territory as a whole. This evolution has given rise to the concept of “agroecological territory,” a space in which farmers, citizens, public administrations, associations, and businesses collaborate to build sustainable food systems.
Biodistricts represent the embodiment of this vision.
These are grassroots forms of territorial aggregation based on collaboration between public and private entities that share the same values ​​as organic farming: health, ecology, equity, and care.
Their goal is not only to increase organic farming area, but to promote integrated territorial development capable of generating environmental, economic, and social benefits.
A rapidly growing phenomenon
In Italy, the biodistrict phenomenon has seen significant growth. Starting with the pioneering experience of the Cilento Biodistrict, established in 2009, the model has spread throughout the country.
Today, there are over eighty organic districts, including established entities and initiatives under development. Their legal recognition has been strengthened by the national law on organic farming and the establishment of the National Register of Biodistricts.
The spread of these tools demonstrates that organic farming is no longer considered solely a production method, but a strategic lever for the governance of rural areas.
What do biodistricts actually do?
The activities developed by the districts are numerous and involve various areas.
Among the main actions are:
– the creation of networks between producers, processors, and consumers;
– the strengthening of local supply chains and forms of collective marketing;
– the promotion of training and outreach activities;
– support for innovation and applied research;
– raising public awareness of sustainability issues;
– supporting local governments in green purchasing policies and territorial strategies.
The districts can also play an important role in implementing projects funded by the CAP, LEADER programs, and Operational Groups for Innovation (PEI AGRI), contributing to the dissemination of new knowledge and technical solutions.
The challenges of territorial governance
However, the growth of biodistricts also raises some crucial issues.
First and foremost, there is a need to ensure adequate financial resources and stable organizational structures. A district cannot rely solely on volunteers or the spontaneous commitment of participants.
At the same time, the active involvement of local communities is crucial. The participation of citizens, businesses, and institutions is essential for building shared and lasting strategies.
Another challenge concerns monitoring results. Evaluating the effectiveness of a district means going beyond the simple increase in organic acreage and considering indicators relating to environmental quality, social cohesion, economic resilience, and community well-being.
The Case of Sicily
Sicily possesses characteristics particularly favorable to the development of agroecology and biodistricts. Its rich biodiversity, the variety of its agricultural landscapes, the presence of high-quality products, as well as specific legislation on agroecology (Regional Law 21 of July 29, 2021), represent strategic resources for building sustainable territorial models.
Among the priorities identified for the future are increasing domestic consumption of organic products, strengthening technical training, supporting innovation, monitoring farm sustainability, and promoting biodistricts as tools for local development.
The example of some European communities demonstrates that ambitious goals are possible. In Copenhagen, for example, almost all the food served in public canteens is organic, thanks to a strategy that integrates food policies, education, and support for local supply chains.
A transition to be built step by step
The agroecological transition cannot be imposed from above or achieved quickly. It requires knowledge, innovation, investment, and, above all, the ability to build alliances between all local stakeholders.
The experience of biodistricts demonstrates that this journey has already begun. Through cooperation, participation, and the valorization of local resources, local communities can become protagonists of a new development model capable of combining economic competitiveness, environmental protection, and community well-being.
From this perspective, agroecology represents not only a response to the challenges of contemporary agriculture, but a concrete proposal for rethinking the relationship between food production, territory, and society.
